Established in 1987, Xi’an Association of Enterprises with Foreign Investment (XAEFI) is a non-profit AAAAA social organization registered with the Xi’an Civil Affairs Bureau. Its competent authority is Xi’an Investment Cooperation Bureau, and its operations are guided by the China Association of Enterprises with Foreign Investment, which is administered by the Ministry of Commerce of the People’s Republic of China.

As a key window for Shaanxi Province and Xi’an City’s opening-up, XAEFI takes “Communication & Service” as its core mission. Its membership covers foreign-invested enterprises, investment entities from Hong Kong, Macao, Taiwan and overseas Chinese across all industries, enterprises from other provinces investing in Shaanxi, representative offices of countries and regions stationed in Shaanxi, well-known private enterprises, listed companies and other market players. Committed to building a two-way communication bridge between the government and enterprises, the Association keeps improving the region’s internationalized and law-based business environment, and drives high-quality development of Xi’an’s export-oriented economy. It now boasts more than 200 member enterprises, including Fortune Global 500 firms such as Samsung, Micron and Schneider, as well as branches like EY.

I. Mission & Core Functions

(I) Mission

Adhere to national opening-up policies, encourage foreign investment, guide members in lawful operation, safeguard the legitimate rights and interests of enterprises, promote exchanges and cooperation among members and between members and the government, and contribute to Xi’an’s modernization and international economic cooperation.

(II) Core Functions

Policy Services: Interpret laws and regulations on foreign investment including the Foreign Investment Law of the People’s Republic of China, and host policy briefings covering cross-border RMB business, tax compliance and other topics.

Government-Enterprise Bridge:​ Assist enterprises in handling complaints, relay enterprise demands to government authorities, and advocate for policy optimization.

Resource Integration:​ Host forums, business matchmaking events, and corporate exchange visits to foster industrial chain collaboration.

II. Signature Programs

Corporate Exchange Visits: Arrange field trips to benchmark enterprises, enabling members to access cutting-edge smart manufacturing technologies and advanced management practices. Such visits accelerate corporate growth and turn neighboring enterprises into business partners.

Social Responsibility:​ Collect CSR cases from member companies, organize CSR activities, and advocate for Environmental, Social, and Governance (ESG) practices to advance sustainable development.

Corporate Salons:​ Host multi-level government-enterprise salons and roundtables for efficient dialogue and consultation between authorities and foreign companies.

Enterprise Lecture Series:  Deliver trainings and lectures on foreign investment information report, tax policy interpretation, analysis of typical labor dispute cases, and etc., attracting more than 2,000 enterprises each year.

Dynamic Chang’an (Yue Dong Chang An): To display the dynamism of foreign-invested enterprise employees, promote healthy lifestyles, strengthen teamwork, and foster mutual understanding and friendship among members through sports and games events. This program helps Xi’an to establish a more internationalized business environment.

Through professional services and innovative activities, XAEFI delivers all-round support for foreign-invested enterprises in Xi’an and western China, standing as a pivotal force advancing regional opening-up and high-quality economic growth.
